Establishes the "Achievement and Integration for Minnesota" program to promote diversity, racial and economic integration, and increase student academic achievement in Minnesota public schools.

Requires eligible school districts to develop comprehensive long-term plans including integrated learning environments, family engagement initiatives, professional development for teachers, and programs focused on college and career readiness for underserved students.

Mandates districts hold annual public hearings by March 1 to report progress on reducing academic achievement disparities among racial and ethnic student categories using measures such as reading/math proficiency, adequate yearly progress, and school safety data.

Establishes achievement and integration revenue based on per-pupil units plus enrollment of protected students, with districts that fail to meet achievement goals receiving reduced funding that is reallocated to districts meeting their goals.

Requires at least 80 percent of revenue be used for direct student services including integrated learning environments and family engagement, with up to 20 percent for professional development and not more than 10 percent for administrative expenses.
