Prohibits the creation, operation, or existence of any American Health Benefit Exchange as defined under the federal Affordable Care Act in Minnesota, effective immediately upon enactment.

Enacts the Minnesota Healthcare Marketplace Preservation Act, establishing that individuals have the right to choose or decline any mode of securing health care services without penalty.

Defines "mode of securing" health care to include direct purchase, credit, trade, insurance, employer-sponsored benefits, and government-sponsored benefits as authorized by state law.

Declares as state policy that the power to require or regulate a person's choice in obtaining health care services is reserved to the people under the Ninth Amendment and to states under the Tenth Amendment.

Establishes that any court officer in Minnesota who imposes, collects, or enforces penalties violating these protections shall have their professional license suspended for one year.
