Adds the chair of the Minnesota Student Legislative Coalition as a member of the Student Advisory Council to the Minnesota Office of Higher Education.

Maintains existing SAC membership including representatives from University of Minnesota student senate, Minnesota State University Student Association, Minnesota State College Student Association, Minnesota Association of Private College Students, and private vocational school students.

Allows SAC members to be represented by student designees from the same institution system if the primary member is absent.

Requires the Minnesota Office of Higher Education to inform SAC of all student-related matters under consideration and meet with SAC within 30 days of a director's meeting request.

Authorizes SAC to bring matters to the office's attention, make recommendations, and approve student appointments to advisory groups.
