Establishes a court facility security grant program administered by the commissioner of public safety to provide grants to counties for purchasing security equipment, repairing/upgrading security systems, and providing security training in court facilities.

Redirects 70 percent of forfeited property proceeds (previously distributed to law enforcement agencies) to the commissioner of public safety for distribution under the new court facility security grant program, with administrative costs capped at one percent annually.

Maintains existing distributions of 20 percent of forfeiture proceeds to county attorneys for prosecutorial purposes and 10 percent to the state general fund.

Requires the commissioner to submit annual reports by February 15 to legislative committees detailing the money appropriated, number of grant applications received, and how funds were used by recipients.

Effective date is July 1, 2012.
