Establishes a State Board of Education composed of eight representative citizens (one from each congressional district) and two at-large members with P-16 education expertise, appointed by the governor with advice and consent of the legislature.

Board members cannot hold public office, work for any school district, or have financial interests in education contracts; members serve staggered terms (some two-year, some four-year) with at-large members limited to three consecutive terms.

Commissioner of Education serves as secretary of the State Board and is appointed by the board rather than the governor, with board designated as the appointing authority under section 15.06.

Transfers authority over general supervision of educational agencies and adoption of administrative rules back to the State Board of Education from the commissioner, reversing changes made in 1998-1999 legislation.

Effective dates: January 1, 2014 for board definition and establishment; January 1, 2015 for commissioner appointment provisions and revisor's authority changes; initial appointments effective upon enactment.
