• Removes the fire safety account restoration from the list of budgetary priorities in Minnesota Statutes section 16A.152, effective immediately.

• Reduces the insurance surcharge on homeowner's, commercial fire, and commercial nonliability policies from 0.65 percent to 0.5 percent beginning July 1, 2013.

• Limits transfers from the fire safety account to the general fund to fiscal years 2012 and 2013 ($4,227,000 and $4,228,000 respectively), ending the perpetual annual transfers of $2,368,000.

• Allocates fire safety account revenues starting in fiscal year 2014 with 45 percent to the State Fire Marshal Division and 55 percent to the Minnesota Board of Firefighter Training and Education, regional response teams, and other statewide fire service programs.

• Appropriates $4,500,000 in fiscal year 2013 from the fire safety account to the commissioner of public safety for fire safety activities and programs.
