Requires the Legislative Commission on Metropolitan Government to meet at least once per calendar year and submit recommendations to the Metropolitan Council and legislature by February 1 each year regarding tax rates, debt requests, the council's role, and proposed budgets.

Changes the Metropolitan Council's fiscal year to begin July 1 instead of the current calendar year, with the council presenting a proposed budget to legislative committees by January 15 each year.

Requires legislative enactment of a law authorizing the Metropolitan Council's budget before the council can adopt a final budget; if no law is enacted, the council may continue operating at previously authorized levels only.

Applies the same legislative approval requirement to the council's capital improvement budget, with the council presenting proposed capital improvement programs to legislative committees.

Requires the Metropolitan Council to prepare a six-month transitional budget for January 1 to June 30, 2014, and submit an annual budget for fiscal year beginning July 1, 2014, to the legislature for approval.
