Establishes a 17-member Nonemergency Medical Transportation Advisory Committee to advise the commissioner of human services on administration of nonemergency medical transportation services, meeting at least quarterly.

Committee shall advise on policy manual development, no-load mile reimbursement policies, fraud prevention, efficiency improvements, and issues identified in the 2011 Legislative Auditor evaluation report.

Requires commissioner to implement a single administrative structure and delivery system for nonemergency medical transportation beginning July 1, 2013, eliminating distinctions between access and special transportation services while expanding regulatory requirements to include taxis and common carriers.

Mandates commissioner develop and implement a comprehensive statewide assessment process by July 1, 2013, to match clients with appropriate transportation modes based on their needs, abilities, and resources, including consideration of mental health diagnoses.

Requires commissioner to establish performance measures to evaluate cost-effectiveness and quality of nonemergency medical transportation beginning in 2013, with annual public reporting of data and consumer survey results on the agency website.
