Amends Minnesota Statutes section 162.09 to create a new category of "state-aid eligible cities" for municipal state-aid street funding.

Defines eligible cities as statutory or home rule charter cities with populations between 4,000 and 5,000 that incur costs directly attributable to a new St. Croix River bridge trunk highway project in Washington County.

Treats eligible cities as having a population of 5,000 for state-aid purposes and allows money needs equal to their local bridge project costs, which are not offset by other state or federal funds.

Limits total state-aid apportionment to eligible cities across all years to the amount of their documented local bridge project costs.

Applies these provisions for 20 calendar years from when a city first becomes eligible, unless the city reaches a population of 5,000 or more according to the federal decennial census.
