Prohibits the state of Minnesota and all state departments and agencies from purchasing products from Crystal Sugar Cooperative or its subsidiaries

Purchase ban remains in effect until Crystal Sugar ceases all alleged unfair labor practices prohibited by the National Labor Relations Act

Requires Crystal Sugar to rescind the lockout of workers and resume negotiations toward a collective bargaining agreement as a condition for lifting the purchasing ban

Takes effect the day following final enactment
