Allows commissioner to designate migratory waterfowl sanctuaries and feeding/resting areas upon petition from at least ten residents demonstrating the area qualifies, rather than requiring licensed hunters to initiate the process.

Expands restrictions on migratory waterfowl sanctuaries to include times prescribed by the commissioner beyond the open migratory waterfowl season.

Requires adequate, free public access as a condition for designating migratory waterfowl feeding and resting areas and mandates 30 days of public notice and comment before designation.

Defines "shallow lake" as a body of water 50 acres or larger with a maximum depth of 15 feet or less, and permits temporary drawdowns of shallow lakes when the commissioner has conducted a public hearing on a comprehensive management plan.

Provides that periodic temporary drawdowns of shallow lakes shall not be considered takings from riparian landowners.
