Appropriates $169,500,000 in bond proceeds to the University of Minnesota Board of Regents for capital projects.

Allocates $90,000,000 for Higher Education Asset Preservation and Replacement (HEAPR) programs under Minnesota Statutes section 135A.046.

Funds five specific projects: $54,000,000 for Combined Heat and Power Plant at Minneapolis campus, $14,000,000 for Eddy Hall and space optimization, $7,400,000 for American Indian Learning Resource Center at Duluth campus, and $4,060,000 for Itasca facility improvements.

Requires the University to contribute approximately one-third of project costs from university sources, with the state bond funds covering approximately two-thirds.

Authorizes the Commissioner of Management and Budget to issue state bonds up to $169,500,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
