Amends Minnesota Statutes section 375.12 to allow counties with populations exceeding 600,000 to publish county board proceedings on the county's Web site as an alternative to newspaper publication.

Counties choosing Web site publication must display a link to official proceedings on their home page, maintain minutes on the Web site for at least one year, and keep official notices posted during their full publication period.

Counties with populations not exceeding 600,000 continue to be required to publish proceedings in a qualified newspaper of general circulation, let annually by contract to the lowest bidder.

Allows county boards to publish only a summary of proceedings instead of full proceedings if they determine a summary would adequately inform the public, following requirements in Minnesota Statutes section 331A.01, subdivision 10.

Retains existing provisions exempting individual claims of $2,000 or less from itemized publication, while requiring a summary statement showing total number and dollar amount of such claims.
