Modifies Minnesota Statutes section 403.11 to allow 911 emergency telecommunications service fees to be used for statewide public safety radio communications in addition to existing 911 service purposes.

Creates new section 403.112 establishing a public safety radio equipment assistance program funded by a portion of 911 fees collected under section 403.11.

Makes counties and groups of counties that incurred costs for the Allied Radio Matrix for Emergency Response (ARMER) program eligible to receive financial assistance equal to sales taxes paid on products and services for the regionwide public safety radio communication system.

Excludes from financial assistance any products and services purchased that were exempt from sales tax under Minnesota Statutes section 297A.70, subdivision 8.

Makes both amendments effective retroactively for sales and purchases made after December 31, 2010.
