Requires authorization documentation to specify the amount authorized and provide the name and address of contribution recipients or a description of candidates or ballot questions affected by the expenditure, including whether support or opposition is intended.

Mandates association officers provide a certificate to political committee treasurers documenting governing body approval, which must be filed with the recipient's next report of receipts and expenditures.

Prohibits foreign nationals from making contributions or offering to make contributions to political committees, political funds, principal campaign committees, or party units.

Defines "foreign national" to include non-citizens not lawfully admitted for permanent residence, foreign governments and political parties, foreign associations, and certain corporations with significant foreign ownership or control.
