Renews the first year terms of state employee labor agreements and compensation plans from Laws 2009, chapter 85, and Laws 2010, chapter 323, for a two-year period upon expiration of current agreements.

Reverts all covered employees to the compensation and benefits terms established in the first year of those labor agreements, including reducing salary increases and step increases to first-year amounts.

Specifies that the Minnesota Nurses Association labor agreement referenced shall be the one in effect under Laws 2010, chapter 323.

Directs the commissioner of management and budget to take necessary action to enforce these provisions.

Takes effect upon expiration of the labor agreements and compensation plans in Laws 2009, chapter 85, and Laws 2010, chapter 323.
