Allows Clay County Board of Commissioners to adopt a resolution making the county auditor-treasurer position appointive instead of elective, subject to state law requirements.

Requires the county board to publish notice of the proposed resolution for two consecutive weeks and hold a public comment meeting before adoption, with approval requiring at least 80 percent of board members.

Permits county voters to petition for a referendum within 60 days of resolution adoption (requiring signatures from at least 10 percent of registered voters), with the appointment taking effect only if a majority votes in favor.

Allows the current elected auditor-treasurer to complete their term or until a vacancy occurs, after which the position would be filled by board appointment.

Enables the county board to revert the office back to an elected position after at least three years as an appointive position, subject to 60 percent board approval and similar public notice requirements, or through voter petition and referendum.
