Modifies permanent total disability compensation to not be reduced by total and permanent duty disability benefits received through the Public Employees Retirement Association police and fire plan under section 353.656, subdivision 1a.

Eliminates the offset reduction that would otherwise apply to permanent total disability benefits when a member receives workers' compensation benefits alongside PERA police and fire plan disability benefits.

Clarifies that members of the PERA police and fire plan receiving total and permanent duty disability are exempt from the general rule requiring reduction of disability benefits by workers' compensation payments.

Applies these exemptions notwithstanding existing provisions that reduce permanent total disability benefits by government disability benefit amounts after $25,000 in weekly compensation has been paid.
