Requires the Sentencing Guidelines Commission to modify the sex offender sentencing grid without following standard modification procedures or holding a public hearing.

Limits any increases in presumptive fixed sentences to no more than 20 percent and decreases to no more than 15 percent.

Modified grid becomes effective immediately upon issuance by the commission.

Effective the day following final enactment.
