Requires Secretary of State to certify Safe at Home program participants within two business days of receiving a properly completed application, instead of upon filing.

Allows Safe at Home applicants to provide a designated alternate name and electronic contact information (email address) in addition to phone number and mailing address.

Permits Safe at Home participants to use expired, revoked, canceled, or suspended Minnesota driver's licenses or identification cards as proof of identity, except those revoked due to inaccurate information.

Allows driver's license applicants to use a Safe at Home designated address on their application, including those who have submitted but not yet been certified as program participants.

Authorizes Commissioner of Public Safety to establish an expedited issuance process for driver's licenses or Minnesota identification cards when applicants face immediate threats to health, safety, or economic well-being, with no fee charged for expedited processing.
