Modifies Minnesota Statutes section 123B.92, subdivision 5 regarding how school districts report and allocate transportation expenditures for state aid purposes.

Expands the allocation methods districts may use to distribute pupil transportation costs from cost-per-mile or cost-per-student to also include cost-per-hour or cost-per-route.

Specifies that salaries and fringe benefits can only be included in transportation expenditures for transportation directors, their direct support staff, and employees providing direct transportation services (bus drivers and aides), and only if time spent on transportation is properly documented for part-time employees.

Requires districts contracting for transportation services to bid separately for authorized, nonauthorized, and special transportation categories and receive multiple vendor bids to be exempt from standard cost allocation methods.

Mandates that the department require cost reallocation if a district's contractor-owned transportation costs vary by more than 10 percent among categories.
