Establishes electronic pull-tab game systems requiring manufacturer and distributor licensing, board approval before use, and compliance with existing pull-tab game rules regarding prices (minimum 25 cents) and prize limits.

Funds the early education scholarship program with revenue from electronic pull-tab and bingo sales, with scholarships based on family income and number of eligible children, subject to available appropriations and waiting lists if needed.

Appropriates $450,000 (fiscal year 2012) and $779,000 (fiscal year 2013) to the Gambling Control Board for regulatory oversight, plus allocates one-half of one percent of gambling revenue to compulsive gambling treatment programs and problem gambling awareness initiatives.
