Amends Minnesota Statutes to require alcohol sales in all public portions of University of Minnesota stadium and arena seating, rather than just one-third of general seating areas.

Removes Board of Regents discretion over the manner of implementing alcohol service requirements at University of Minnesota athletic venues.

Requires University of Minnesota to annually estimate revenues and profits from all alcohol sales at university facilities and use those profits to fund scholarships for students in need.

Maintains existing authority for the commissioner to issue on-sale intoxicating liquor licenses at specific state recreation areas and the University of Minnesota.

Takes effect the day following final enactment.
