Requires photographs from Minnesota driver's licenses and state identification cards to be included in statewide voter registration system and polling place rosters for voter identity verification at polling places.

Authorizes election judges to verify voter identity by comparing the voter's appearance to the photograph in the polling place roster; if judges disagree on identity, voter must certify their identity and judge takes a new photograph; refusal for religious reasons does not prevent voting.

Classifies voter photographs as private data; prohibits modification, copying, or storage except as required by law; restricts use to polling place roster preparation and voter identity verification.

Requires Department of Public Safety to provide the secretary of state with photographic images from driver's license and identification card databases weekly, along with corresponding identification numbers.

Appropriates funding from the general fund to the secretary of state to implement the photograph verification and registration system requirements.
