Establishes a working group under the Minnesota Commissioner of Health to develop best practices guidance for accessible prescription drug labeling for blind and visually impaired individuals.

Working group must include equal representation from consumer advocates (blind/visually impaired organizations, elderly organizations) and industry groups (pharmacists, pharmacy representatives).

Requires the working group to establish guidance by August 1, 2013, and publish it on the Department of Health website.

Guidance must address alternative labeling methods including braille, auditory means (talking bottles, digital voice recorders), and enhanced visual means (large font, high contrast, sans serif font).

Requires consideration of whether pharmacies with 20 or fewer retail locations face unique technical, financial, or personnel barriers to implementing best practices.
