Requires all state agencies and legislative and judicial branches to prepare budgets using zero-based budgeting, assuming a base budget of zero and justifying all proposed expenditures as new.

Mandates agencies submit descriptions of each activity, legal basis for activities, three alternative funding levels with priorities, and cost efficiency/effectiveness measures including comparisons to similar programs in other states.

Modifies revenue and expenditure forecasts to cover only the remainder of the current biennium rather than future bienniums.

Implements zero-based budgeting for approximately half of executive branch agencies beginning July 1, 2011, and for remaining agencies beginning July 1, 2013, with the governor designating which agencies fall into each category.

Repeals provisions requiring the commissioner to consult with legislature on forecast variables and to report on programs with expenditure increases exceeding 15 percent.
