Requires the commissioner of management and budget to reduce all general fund appropriations by one percent by July 15 of each fiscal year and cancel these appropriations to the general fund.

Exempts appropriations made to the commissioner of education and appropriations under section 16A.641 from the one percent reduction requirement.

Directs the commissioner of management and budget to certify the total amount of general fund reductions to the commissioner of education by July 31 of each fiscal year.

Requires the commissioner of education to increase the school district aid payment percentage by the certified reduction amount, up to a maximum of 90 percent rounded to the nearest tenth of a percent.

Appropriates necessary funds from the general fund to the commissioner of education to implement the aid payment percentage increase and adjusts the baseline aid payment percentage from 60 to 64.3 percent for fiscal years 2012 and later.
