Establishes the Minnesota 4-H Foundation as a nonprofit organization to provide sustainable funding for 4-H activities that empower Minnesota youth to reach their full potential.

Establishes the Minnesota Future Farmers of America (FFA) Foundation as a nonprofit organization to provide sustainable funding for FFA activities that develop the next generation of agricultural leaders and professionals.

Both foundations are authorized to accept gifts, grants, bequests, and devises in trust and to manage, invest, and dispose of these funds according to their terms and conditions.

Appropriates funding in fiscal year 2013 from the general fund through the commissioner of agriculture for startup grants to both the Minnesota 4-H Foundation and the Minnesota FFA Foundation (specific dollar amounts left blank in bill text).
