Increases civil penalties for aquatic invasive species violations: transporting macrophytes from $50 to $100, placing equipment with macrophytes from $100 to $200, possessing prohibited species from $250 to $500, and failing to drain water from $50 to $100; doubles penalties for repeat offenders.

Creates statewide aquatic invasive species prevention course and trailer decal program; requires aquatic invasive species trailer decals to transport watercraft or water-related equipment with trailers, valid for three years.

Requires licensing and registration of portable boat lifts and docks placed in state waters with valid three-year licenses; exempts government-owned equipment and establishes application, fee, and ownership change notification requirements.

Establishes gross misdemeanor penalty for willfully possessing, transporting, or introducing prohibited invasive species; creates various reporting requirements on cross-watershed contamination, quagga mussels, commercial spread risks, and environmental DNA testing for invasive carp species.
