Commissioner of health shall develop materials and information about postpartum depression in collaboration with health care facilities, mental health professionals, WIC program, advocates, consumers, and families.

Physicians, midwives, and licensed health care professionals providing prenatal care must make postpartum depression information available to women and families.

Hospitals and health care facilities must provide written information about postpartum depression symptoms, coping methods, and treatment resources to departing mothers, fathers, and family members.

Postpartum depression information including symptoms, family impact, and treatment resources must be available at WIC sites.

Commissioners of human services and health shall jointly provide technical assistance to health care providers on maternal depression screening and referral, including culturally competent practice and best practices for discussing mental health issues.

Commissioners of human services, health, and education must develop a joint plan by January 15, 2013 to reduce parental depression prevalence and its impact on children, including specific goals, outcomes, and measures for early childhood screening and school readiness.
