Modifies the definition of "noncovered employment" under Minnesota unemployment compensation law by amending Minnesota Statutes 2011 Supplement, section 268.035, subdivision 20.

Adds an exclusion stating that employment as an administrator in the Minnesota State Colleges and Universities system is NOT considered a noncovered major policy-making position and therefore qualifies for unemployment compensation coverage.

Maintains all existing categories of noncovered employment including federal/state government positions, certain religious organization employment, student employment, family employment, and commission-based sales positions.

Effective the day following final enactment and retroactive to July 1, 2010.
