Eliminates municipal authority to collect delinquent vacant building registration fees as special assessments, removing item (12) from allowed special charges under Minnesota Statutes section 429.101.

Caps one-time vacant building registration fees at $1,000 and prohibits annual registration fees; inspection and code compliance fees for property sales are limited to reasonable service costs.

Prohibits municipalities from imposing charges or fees related to conversion of owner-occupied to rental properties, changes in rental ownership, conversion-triggered inspections, or reinstatement of denied/revoked rental licenses.

Preempts all municipal authority to regulate hazardous buildings under sections 463.15 to 463.26 unless explicitly authorized by state law; local ordinances inconsistent with this preemption are void.

Requires municipalities receiving state or federal housing funding to establish a Citizen Housing Review Board with at least five members representing tenants, landlords, contractors, investors, and underrepresented minorities to review and comment on housing-related municipal actions and programs.
