Establishes the State Agency Value Initiative (SAVI) program to encourage state agencies to identify and implement cost-saving measures and operational efficiencies.

Allows agencies to retain 50 percent of unspent appropriations resulting from unanticipated innovations or cost-savings, with approval from the commissioner of management and budget, to fund agency-specific projects supporting the agency's mission.

Requires each participating agency to establish a peer review panel with balanced representation of cost-saving employees and managers to recommend which projects receive SAVI funding.

Mandates 30-day public notice on agency websites before spending and requires commissioner approval after Legislative Advisory Commission review and recommendation.

Program expires June 30, 2018, effective June 30, 2013, and applies to funds carried forward from the biennium ending June 30, 2013.
