Authorizes the governor to negotiate new tribal-state compacts for Class III gambling on Indian lands, with designees including at least two state senators and two state representatives, including the chairs of committees with gambling jurisdiction.

Requires negotiations with federally recognized Minnesota tribal governments to authorize new forms of gambling at existing tribal casinos and licensed racetracks, including roulette, simulcasting of horse racing, table games, baccarat, craps, and electronic poker tables.

Establishes tribal-state casinos at existing Class A racetrack locations with revenue sharing between tribal governments and the state, including 5 percent of simulcasting handle for racetrack purses and 8 percent of net revenues reserved for existing racetrack purses.

Creates a special revenue fund from gaming revenues with up to 25 percent reserved for tax relief on charitable gaming organizations and up to 75 percent for major public infrastructure projects.

Requires the commissioner of administration to deliver necessary legislation within 90 days of compact signing, with all compacts subject to legislative ratification; sets one-year deadline for completing negotiations.
