Amends Minnesota teacher licensure requirements to include a performance-based assessment measuring teacher candidates in three areas: planning instruction and assessment, developing student understanding of academic content, and evaluating student performance aligned with academic standards.

Establishes alternative teacher preparation programs approved by the Board of Teaching as an option to traditional postsecondary programs, allowing qualified candidates with a bachelor's degree and minimum 3.0 GPA to earn a two-year provisional license.

Alternative programs must include a minimum 200-hour instructional phase, research-based teaching practices, intensive peer coaching, classroom-embedded staff development with mentorship, and candidate assessments to determine readiness for a standard license.

Requires alternative programs to be sponsored by school districts or charter schools with written agreements signed by school boards and teacher representatives, partnered with colleges, universities, or nonprofit education corporations.

Directs the Board of Teaching to submit interim report by February 15, 2013 and final report by February 15, 2015 on the efficacy of the alternative teacher preparation program; effective August 1, 2012 for individuals first enrolling in teacher preparation programs in 2012-2013 school year or later.
