Adds a new waiver provision allowing the Commissioner of Transportation to grant waivers from minimum daily operating hours for gas and food businesses, provided they operate at least half the required hours.

Gas businesses must maintain continuous, staffed operation at least 12 hours per day, seven days a week (unchanged); food businesses must operate at least 10 hours per day, seven days a week (unchanged).

Establishes that waivers may only be granted to businesses that otherwise comply with all other eligibility requirements in the logo sign program.

Renumbers existing paragraphs (k) and (l) to accommodate the new waiver provision as paragraph (j).

Takes effect the day following final enactment.
