Requires the United States to transfer title of all federal lands in Minnesota to the state by December 31, 2014, excluding tribal trust lands and lands designated as national parks, monuments, wilderness areas, or historic sites as of January 1, 2012.

Directs the Minnesota Commissioner of Natural Resources to coordinate the transfer, create a management plan, and submit draft legislation to the legislature by January 15, 2013.

Allows Minnesota to retain 5 percent of proceeds from any future sale of transferred lands, with the remaining 95 percent transferred back to the United States.

Requires the Commissioner to take action to protect the state's rights if the federal government fails to complete the transfer by the deadline.

Takes effect the day following final enactment.
