Establishes the Board of Orthotics, Prosthetics, and Pedorthics with nine voting members to regulate the practice of orthotics, prosthetics, and pedorthics in Minnesota.

Requires licensure for orthotists, prosthetists, pedorthists, assistants, fitters, and technicians; specifies education, experience, and examination requirements for each license type.

Orthotists and prosthetists must have a baccalaureate degree, complete CAAHEP-accredited education, residency training, and pass required examinations; pedorthists must have high school diploma, NCOPE-approved education, 1,000 hours patient care experience, and pass examinations.

Provides a transition period until January 1, 2016, allowing ABC-certified practitioners to obtain licensure; after that date, all practitioners must meet the chapter's requirements to practice.

Makes unlicensed practice of orthotics, prosthetics, or pedorthics a misdemeanor and grants the board authority to investigate violations, conduct hearings, and impose discipline including license suspension or revocation.
