Adds pupils admitted to care and treatment settings as eligible for the graduation incentives program under Minnesota Statutes section 124D.68.

Establishes new chapter 125E defining education requirements for children in care and treatment programs, including day treatment, residential treatment, shelters, and detention facilities.

Requires providing districts to offer education services within three school days of a child's placement in a care and treatment program and to provide year-round education for children in mental health day treatment or chemical dependency/residential treatment programs.

Creates a care and treatment education fund to reimburse providing districts for educating children placed in care and treatment programs for 15 or more school days using a formula based on actual education costs.

Establishes state aid for transportation services to children in care and treatment programs and requires development of a uniform billing system for education services provided in out-of-home care and treatment settings.
