Proposes an amendment to the Minnesota Constitution establishing a "freedom of employment" by adding Article I, Section 18

Prohibits requiring employees as a condition of employment to join, remain in, or financially support labor organizations, including payment of dues, fees, assessments, or equivalent charitable donations

Makes agreements, contracts, or practices between labor organizations and employers that violate these provisions unlawful and unenforceable if adopted after the amendment takes effect

Bars state and local government laws, rules, or ordinances from allowing withholding of employee compensation for labor organization dues or related charges

Allows individuals injured by violations to bring civil actions for damages and injunctive relief, with prevailing plaintiffs entitled to recover costs and reasonable attorney fees; subject to amendment to the 2012 general election ballot
