Blue Earth County Board becomes the primary authority over all aspects of the county library system, with specific duties delegated to the library board.

Library board consists of five members appointed by the county board who must reside in the county library service area.

County board appoints the library director and staff, sets employee compensation, and has authority over all fiscal operations including budgeting and fund management.

Library board retains responsibility for establishing library operational policies, reviewing annual budgets and five-year capital plans, developing long-range plans, maintaining library collections, and managing library meeting rooms.

Effective date is the day after Blue Earth County's governing body complies with Minnesota Statutes section 645.021, subdivisions 2 and 3.
