Establishes an early education scholarship program for low-income families with children ages 3-5 who meet income and residency requirements, similar to existing child care assistance program standards.

Allows families to choose from licensed or unlicensed child care providers, school readiness programs, or federal Head Start programs, with scholarship amounts determined by family income, family size, and number of eligible children.

Requires providers to charge scholarship-using families the same rate as private-paying clients and prohibits charging families for costs not covered by scholarships.

If funding is insufficient for all eligible families, prioritizes applications by income level and whether children will attend quality-rated programs, while maintaining geographical balance and a waiting list updated every six months.
