Establishes the Metropolitan Sports Authority to plan and finance a new professional football and soccer stadium for the Minnesota Vikings.

Requires the stadium be built at the existing Metrodome site in Minneapolis to minimize land acquisition and infrastructure costs.

Mandates funding partnership with the professional football team covering over half of capital costs and 80 percent of operating costs, supplemented by business contributions, fan/user fees, host city support, and state sales tax forgiveness.

Directs the Metropolitan Sports Facilities Commission to report to the legislature by January 15, 2013 with a comprehensive financing package including feasibility studies, alternative finance mechanisms, and recommendations for fan bond purchases.

Requires consideration of unsold seat tax on team owners and public raffle distribution of unsold tickets to ensure full stadium occupancy and public access to games.
