Modifies equipment restrictions for vehicles to allow driver feedback and safety-monitoring equipment when attached to the rearview mirror, with specific size limits of 1-1/4 inches tall, 1-1/2 inches wide, and 1 inch in depth.

Requires all driver feedback and safety-monitoring devices to be licensed annually for use in Minnesota, made available for inspection, focus only on the driver, and not emit light beams or inhibit safe vehicle operation.

Mandates the Department of Public Safety to collect information from driver feedback and safety-monitoring equipment and report findings to legislative committees on public safety by July 1 of each even-numbered year.

Requires for-hire motor carriers and motor carriers of railroad employees that use safety-monitoring equipment to provide annual reports to the commissioner of public safety containing recorded incident summaries, hours of operation, and compliance statements regarding driver and passenger privacy rights.

Exempts small vehicle passenger service providers and certain intrastate transportation operations from the reporting requirements.
