Reduces the apportionment percentage for county state-aid highways based on lane-miles from 30 percent to 15 percent of the total apportionment sum.

Adds a new apportionment category allocating 15 percent of the apportionment sum based on lane-usage of approved county state-aid highways.

Increases the apportionment percentage for money needs from the remaining amount to 50 percent of the total apportionment sum.

Implements a floor protection starting in 2012 ensuring no county receives less in combined apportionments under the lane-miles and lane-usage categories than it received in 2011.

Maintains 10 percent equal apportionment among all 87 counties and 10 percent apportionment based on motor vehicle registration.
