Appropriates $400,000,000 from the bond proceeds fund to the Housing Finance Agency for rehabilitation costs to preserve public housing owned and operated by public housing authorities and agencies formed by cities and counties.

Defines eligible public housing as housing for low-income persons and households financed by the federal government with a public housing assessment system rating of standard or above.

Prioritizes proposals that maximize federal or local resources to finance capital costs and exempts this appropriation from certain restrictions related to increasing affordable housing supply.

Authorizes the commissioner of management and budget to sell and issue up to $400,000,000 in state bonds to fund the appropriation in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
