Requires all food offered for retail sale in Minnesota to be labeled as "Genetically Engineered" (raw commodities) or "Partially Produced with Genetic Engineering" (processed foods) starting July 1, 2014, unless an exemption applies.

Exempts nine categories of food from labeling requirements, including: food from non-engineered animals, organic-certified food, alcoholic beverages, restaurant food, medical food, and food with only genetically engineered processing aids or enzymes.

Authorizes the Commissioner of Agriculture to adopt rules establishing best practices for farmers growing genetically engineered crops to minimize effects on neighboring lands and reduce herbicide use.

Requires the Commissioner of Agriculture to publish and annually update a list of raw agricultural commodities known to be genetically engineered by October 15, 2012.

Directs the Commissioner of Administration to develop state procurement guidelines by January 1, 2013 that prefer foods voluntarily labeled to indicate whether they contain genetically engineered ingredients.
