Amends Minnesota Statutes section 3.736, subdivision 4 to extend the $1,000,000 liability cap for state tort claims to include claims involving nonprofit organizations engaged in outdoor recreational activities that are funded by the state or operate under state-issued permits.

Amends Minnesota Statutes section 466.04, subdivision 1 to extend the $1,000,000 liability cap for municipal tort claims to include claims involving nonprofit organizations engaged in outdoor recreational activities that are funded by municipalities or operate under municipal permits.

Applies these liability cap extensions to all claims arising from acts or omissions occurring on or after the day following final enactment of the bill.

Preserves existing liability limits for other claim types and dates, including higher caps for hazardous substance claims and different thresholds based on claim dates.
