Increases the rebuttable presumption of minimum parenting time from 25 percent to 35 percent for a parent in the absence of other evidence.

Parenting time percentage may be calculated by counting overnight stays or by using alternative methods if a parent has significant daytime custody periods without overnight stays.

Effective July 1, 2013 for orders adopted or modified on or after that date.

Prohibits modification of existing parenting time orders based on the increased presumption until July 1, 2014, unless the child's environment endangers the child's physical or emotional health.
