Excludes teachers from interest arbitration rights available to other non-essential public employees under Minnesota Statutes section 179A.16.

Establishes a new process for teacher contract negotiations requiring meetings only during the three-month period before September 1 when school is not in session.

If no agreement is reached by September 1 in odd-numbered years, negotiations must be suspended until the next even-numbered year, with employee compensation continuing under the previous collective bargaining agreement terms.

If agreement is not reached by the three-month deadline in even-numbered years, the school board must submit the matter to an arbitrator selected by the Bureau of Mediation Services using final-offer total-package arbitration.

Prohibits teachers from striking and repeals Minnesota Statutes sections 123B.05 and 179A.18, subdivision 2; effective July 1, 2013 for all teacher collective bargaining agreements entered into or modified after that date.
